Background. The increased number of clinical trials taking place in developing countries and the complexity of trial protocols mandate that local ethics review committees reviewing them have the capacity to ensure that they are conducted to the highest ethical standards.Methods. The Kenya AIDS Vaccine Initiative Institute of Clinical Research and the Kenyan National Council for Science and Technology embarked on an exercise to enhance the capacity of ERCs in Kenya to review such protocols. This process involved conducting an audit of (...) all ERCs in the country, and performing training needs assessments to identify knowledge and capacity gaps. Information obtained was used to develop training materials for ERC members at workshops conducted in different parts of the country.Results. Five accredited and 13 non-accredited ERCs were identified. Four of the accredited ERCs were located in the capital city of Kenya, Nairobi. The most common challenges cited by participants during the needs assessments were excess workload, and a lack of co-ordination and/or communication between the ERCs. Subsequently, 140 ERC members from 17 institutions across the country were trained as follows: 36 from institutions in the western part of Kenya, 38 from institutions in the south-eastern coastal region, 38 from the eastern region and 44 from Nairobi.Conclusion. The KAVI-ICR and the NCST have developed training modules for training ERC members in Kenya and are in the process of developing a manual to train members. The Kenyan experience may be used to enhance the capacity of ERCs in the East African region. (shrink)

Suppose that U and U' are normal ultrafilters associated with some supercompact cardinal. How may we compare U and U'? In what ways are they similar, and in what ways are they different? Partial answers are given in [1], [2], [3], [5], [6], and [7]. In this paper, we continue this study. In [6], Menas introduced a combinatorial principle χ(U) of normal ultrafilters U associated with supercompact cardinals, and showed that normal ultrafilters satisfying this property also satisfying this property also (...) satisfy a partition property. In [5], Kunen and Pelletier showed that this partition property for U does not imply χ (U). Using results from [3], we present a different method of finding such normal ultrafilters which satisfy the partition property but do not satisfy χ (U). Richard Rorty’s idealization of public dialogue pits literature and narrative against objectivity and ethics, thus leaving non-intellectual practitioners in the lurch. The evolutionary arc of Rorty’s oeuvre merits an assessment of the historiography he uses to prevent figures like Michel Foucault and Cornel West from being full participants in public dialogue. Miranda Fricker’s account of the collective explains confidence and transparency in an ironized ethical tradition that mediates irony and objectivity. Fricker’s mediation positions West’s use of Foucault’s to re-narrate pragmatism (...) as a way to embrace the process of rendering ethical experience universalizable. Ironized post-philosophical cultures can be explained responsibly by ironists within critically reflective ethical traditions. Respectively, Martin Buber and Richard Rorty imaginatively account for the philosophy and publicity of dialogue. Rorty’s account imagines dialogue as if the secularization of public political culture is inevitable. Buber’s account imagines a philosophy of dialogue in which religious considerations are unproblematic. In Plato's Theaetetus Socrates is portrayed as a midwife of the intellect. The comparison of Socratic questioning to midwifery had until recently been commonly attributed to Socrates himself. In 1977 M. F. Burnyeat published Socratic Midwifery, Platonic Inspiration, which transformed the way in which the dialogue has since been perceived. The author maintains that the midwife comparison is in no sense to be attributed to the historical Socrates.

Suppose κ is a supercompact cardinal. It is known that for every λ ≥ κ, many normal ultrafilters on P κ (λ) have the partition property. It is also known that certain large cardinal assumptions imply the existence of normal ultrafilters without the partition property. In [1], we introduced the tree T of normal ultrafilters associated with κ. We investigate the distribution throughout T of normal ultrafilters with and normal ultrafilters without the partition property.

Diese Arbeit widmet sich einem Hauptproblem der kantischen Pflichtensystematik in der Tugendlehre: Der Unterscheidung von vollkommenen und unvollkommenen Pflichten und der resultierenden Spannung zwischen Einleitung und Elementarlehre. Während in der Einleitung in die Tugendlehre Tugendpflichten begrifflich nur als unvollkommene Pflichten eingeführt und abgeleitet werden, beginnt die Elementarlehre mit einem extensiven Abschnitt über vollkommene Pflichten, die dennoch Tugendpflichten sein sollen. Nach einer kurzen Betrachtung einschlägiger Vorschläge der Literatur zu diesem Problem, versucht die vorliegende Arbeit aus dem Konzept der Weite von Pflichten (...) Kriterien für die Zuordnung der verschiedenen Tugendpflichten zu gewinnen. Im Lichte dieser Kriterien erscheint Kants Beurteilung mancher verhandelter Pflichten als ‚vollkommen’ gerechtfertigt. Abschließend wird gezeigt, inwiefern sie dennoch zu den Tugendpflichten gehören können, indem Kants eher beiläufige Unterscheidung von Strebens- und Erhaltungspflichten in den Mittelpunkt gerückt wird. Unvollkommenheit einer Pflicht folgt nur aus ethischen Strebenspflichten, nicht aus gebotenen Maximen überhaupt. Das Ziel der Exposition aller relevanten Merkmale, die zu einer Tugendpflicht gehören können, lässt verstehen, warum die Einleitung nur auf Strebenspflichten zentriert ist.This essay is concerned with one of the main problems in Kant’s system of duties in the Tugendlehre: the difference between perfect and imperfect duties and the resulting inconsistency between introduction and Elementarlehre. Even though the introduction establishes and derives duties of virtue as imperfect duties only, the Elementarlehre begins with a long section concerning perfect duties, which nevertheless are supposed to be duties of virtue. After a brief consideration of other interpreter’s views on this topic, this essay tries to develop criteria for the categorisation of the different duties of virtue from the concept of a duty’s latitude. In light of these criteria, Kant’s categorizing some of the discussed duties as perfect seems justifiable. Finally I will show, why they can nevertheless be ‘duties of virtue’, by emphasizing Kant’s distinction between duties to strive and those to conserve. Imperfection of a duty follows from duties to strive only, not from obligatory maxims per se. The goal of introducing all relevant characteristics, a duty of virtue may have, can explain, why the introduction is only concerned with duties to strive. (shrink)

In this note, we show that a partition of a cake is Pareto optimal if and only if it maximizes some convex combination of the measures used by those who receive the resulting pieces of cake. Also, given any sequence of positive real numbers that sum to one (which may be thought of as representing the players' relative entitlements), we show that there exists a partition in which each player receives either more than, less than, or exactly his or her (...) entitlement (according to his or her measure), in any desired combination, provided that the measures are not all equal. The increasing prevalence of ecologically sustainable products in consumer markets, such as organic produce, are generally assumed to curtail anthropogenic impacts on the environment. Here I intend to present an alternative perspective on sustainable production by interpreting the relationship between recent rises in organic agriculture and greenhouse gas emissions from agricultural production. I construct two time series fixed-effects panel regressions to estimate how increases in organic farmland impact greenhouse gas emissions derived from agricultural production. My analysis finds that the rise (...) of certified organic production in the United States is not correlated with declines in greenhouse gas emissions derived specifically from agricultural production, and on the contrary is associated positively overall agricultural greenhouse gas emissions. To make sense of this finding, I embed my research within the conventionalization thesis. As a result I argue that the recent USDA certification of organic farming has generated a bifurcated organic market, where one form of organic farming works as a sustainable counterforce to conventional agriculture and the other works to increase the economic accessibility of organic farming through weakening practice standards most conducive to reducing agricultural greenhouse gas output. Additionally, I construct my own theoretical framework known as the displacement paradox to further interpret my findings. (shrink)

I first characterize a moral mistake in coercion. The principle of independence with which I criticize coercion seems also to condemn exchange. I propose an account of exchange from which it follows that exchange upholds independence after all. In support of that account I argue that, of the accounts of exchange that occur to me, only this one has the consequence that, on general assumptions, a person can take part in exchange while acting, intending, and believing with sufficient reason. I (...) argue that the hiring of very poor people by very rich people for labor from which the rich draw a substantial surplus does not give rise to an exchange of this kind. Morality is often thought of as non-rational or sub-rational. In Moral Notions, first published in 1967, Julius Kovesi argues that the rationality of morality is built into the way we construct moral concepts. In showing this he also resolves the old Humean conundrum of the relation between 'facts' and 'values'. And he puts forward a method of reasoning that might make 'applied ethics' (at present largely a hodge-podge of opinions) into a constructive discipline. Kovesi's general theory of concepts - (...) important in its own right - is indebted to his interpretation of Plato, and his three papers on Plato, first published here, explain this debt. This new edition of Moral Notions also includes a foreward by Philippa Foot, a biography of the author, and a substantial afterword in which the editors, Robert Ewin and Alan Tapper, explain the signficance of Kovesi's work. Moral rights feature prominently and are relied on substantially in debates in bioethics. Conceptually, however, duties can perform the logical work of rights, but not vice versa, and reference to rights is therefore inessential. Normatively, rights, like duties, depend on more basic moral values or principles, and attempts to establish the logical priority of rights over duties or the reverse are misguided. In practical decision making, however, an analysis in terms of duties is more fruitful than one based on rights. (...) A right may function as a proxy term for a consequentialist rule, or for a deontological constraint, but does not thereby enrich these concepts. Rights may also help in a purely expressive sense and may assist an initial focusing on a moral conflict. However, their role in bioethics discourse is more one of convenience than of necessity. Moreover, unless rights are firmly founded on fundamental moral values, their use encourages rhetoric rather than argument. (shrink)
